This is a dialog box for specifying the text file to display as a Design Field.
There are two ways to start it.

Select the FromFfile... menu of the Add design field in the Add Text.

Select the text and then select the FromFfile... menu of the Add design field in the String Diaog that starts from the String cell in the Properties panel.
