Use the Scale by Area (Rectangle)
command to generate a drawing in which the rectangular area specified
on the canvas is scaled (enlarged or reduced). Execute this command by
clicking Draw > Scale by Area > 
Rectangle on the
ribbon. This command is only available in 2D
View mode.
